The number of foreign nationals in Italy comprises approximately 7% of the country's total population, which is 61 million. The legislative system of Italy provides favourable conditions for foreign workers seeking employment. A foreign citizen who is a resident of Italy has the right to: have their family join them; work; education; medical care; participate in lotteries for public housing (a law passed in 2002 stipulates that 5% of public housing must be set aside for foreigners).
Italy is located in the central part of south Europe, and is bordered on three sides by the Mediterranean Sea.
ILC started working in Italy in 2004, when the project "Recognition of Education and Employment of Ukrainian Nurses in Italy" was established. Since then the Minister for Immigration and Social Policy of Veneto Region visited Ukraine, with a reciprocal visit arranged for an official Ukrainian state delegation to the Ministry of Health of Italy that same year. In 2010, ILC launched an internship program for Ukrainian construction workers in Italy and in 2012 began an employment program for Ukrainian welders to immigrate to the country or work.
