Bio: Iryna Matsiuk is a seasoned immigration and international recruitment professional with over 11 years of experience in the field, most of it in managerial roles. Iryna holds two Master Degrees in Linguistics and Marketing, Diploma in Business Administration from Grant MacEwan University as well as Immigration Consultant Diploma from Ashton College. Iryna is originally from Ukraine and speaks Ukrainian, Russian and English fluently.

    Provincial Programe of Saskatchewan

    Saskatchewan has a developed economy with a low level of unemployment and a high standard of living. The Government of Saskatchewan is looking to increase the population of the province, and currently its efforts are creating favourable conditions for SINP. The main goal of SINP is to simplify the immigration procedure for foreign skilled workers.

    Applicants for Skilled Worker positions must have a valid job offer from a Saskatchewan employer and at least one year of work experience in their specific field that is confirmed by official documentation. Occupational education is also an advantage. The applicant must be able to speak conversational English for an interview with a Canadian employer without the help of interpreter. If an applicant wants to score more points on English proficiency, s/he must submit a valid certificate showing completion of an International English Language Testing System (IELTS) course.

    Applicants for Skilled Worker positions might have a valid job offer from a Saskatchewan employer and at least one year of work experience in their specific field that is confirmed by official documentation. Occupational education is also an advantage. The applicant must be able to speak conversational English for an interview with a Canadian employer without the help of interpreter. Sufficient English language skills will be confirmed by submission of an IELTS certificate. In each category of English proficiency testing, the applicant must score CLB 4 or more. The minimum score on an IELTS certificate must be as follows: 4.5 - listening; 3.5 - reading; 4 - writing; 4 - speaking.

    If you are not providing a job offer from an approved Saskatchewan employer you must meet the following requirements: your field of education must be in a high skilled occupation list that is considered to be an in-demand in Saskatchewan, you must have proof of a minimum of one year work experience in the past ten years related to your filed of education, you must have proof of settlement funds (the amount of money is set by the size of household: 1 applicant - 11 931 Canadian dollars, 2 people - 14 853 Canadian dollars, 3 people - 18 260 Canadian dollars, 4 people - 22 170 Canadian dollars) and a settlement plan.

      Please follow the link to view the list of documents required for participation in one of the programs. At different stages of the program, an applicant may be requested to provide additional documents. Applicants will be informed about any such details by ILC staff.

      • Photocopy of domestic passport (pp. 1, 2 & page with registration stamp ).
      • Photocopy of ID code.
      • Photocopy of international passport (p. 1 + all pages with any stamps).
      • Photocopies of education certifying documents: diplomas, certificates, licenses, etc. (apart from secondary education certificate).
      • Photocopy of Ukrainian labour book: all pages with records. If the applicant is officially employed at present, s/he must bring a photocopy of his/her labour book certified by the personnel department of the company for which s/he works.
      • Photocopies of other documents confirming the applicant's work experience: work and character references, contracts, Private Entrepreneurship certificates, etc.
      • Eight (8) colour passport photographs (the frame size of which must be at least 35 mm x 45 mm (1 3/8" X 1 3/4") and taken against a plain white background. The photographs must show the full front view of the head, with the face in the middle of the photograph).

      • Interview with ILC staff member, practical skills testing (if applicable) and English language test.
      • Interview with Canadian employer.
      • Receiving a job offer.
      • Interview with an immigration consultant.
      • Preparation of documents to apply for nomination.
      • Getting a registration letter of nomination file.
      • Processing of documents at Saskatchewan Immigrant Service (11-12  months).
      • Obtaining a nomination letter.
      • Attending adaptation seminars and language courses.
      • Preparation of application forms for the principal applicant (and/or his/her accompanying family members) to receive a Work Permit. Submission of documents to obtain a Study Permit or Temporary Resident Visa for dependent children. Preparation of necessary documents to obtain a Permanent Resident Visa for each family member.
      • Submission of documents to obtain a Work Permit and Permanent Resident Visa.
      • Medical examination at the International Organization for Migration.
      • Processing of documents to obtain Work Permit (6-12 weeks).
      • Departure of program participant for country of work.
      • Processing of documents to obtain Permanent Resident Visa.

      It usually takes 12-16 months to process documents as part of the Skilled Worker category of the Saskatchewan Immigrant Nominee Program (SINP).

      According to the conditions set out in SINP, family members of the principal applicant may accompany him/her to Canada immediately upon receipt of his/her Work Permit. However, accompanying family members typically come to Canada several months later when everything has been arranged for their arrival.

      • Photocopy of travel document for children from 0 to 18 years (p. 1 + all pages with any records).
      • Photocopies of the birth certificates of the principal applicant and all his/her family members.
      • Photocopy of the marriage/divorce certificates of both spouses.
      • Photocopies of education certifying documents for all supplementary education: diplomas, certificates, licenses, etc. (apart from secondary education certificate).
      • Photocopies of other documents confirming the applicant's work experience: work and character references, contracts, Private Entrepreneurship certificates, etc.
      • Eight (8) colour passport photographs (the frame size of which must be at least 35 mm x 45 mm (1 3/8" X 1 3/4") and taken against a plain white background. The photographs must show the full front view of the head, with the face in the middle of the photograph). Note that passport photographs can be taken at the ILC office for an additional fee.
